About the Health Economics and Prioritisation in Public Health programme
Through this course learners will be introduced to some of the basic principles of health economics, before going on to see how those principles can be applied to decision making through economic evaluation. Throughout, a focus is maintained on public health commissioning.
These materials have been developed by the Public Health England Health Economics team as a way of building skills and understanding within Local Authorities.
Economics does not produce decision rules, but is a valuable tool in helping make appropriate resource allocation decisions. This is particularly important in the context of disinvestment.

The course is broken down into two stages. The first module concentrates on introducing economic ways of thinking and some key principles. The second module gives an overview of how these principles can be applied to decision making through economic evaluation.
Learning objectives
By the end of module one you will be able to:
- Understand and explain the basic principles of health economics
- Start to think about how economics can be applied in healthcare decision making
By the end of module two you will be able to:
- Define and explain the most common types of health economic evaluation
- Understand how the differing assumptions drive results in economic evaluations
- Interpret the outputs of economic evaluations
Pre requisites
There is no pre-requisite knowledge needed for the course although some understanding of public health service provision would be advantageous. The two modules are designed as a pair. Content covered in module two assumes prior knowledge of content covered in module one.
